Add proper support for other competition types (i.e. CyberTaipan)

The CyberPatriot 11 competition now contains teams from CyberTaipan. Though we welcome our Australian friends, this unfortunately breaks the existing bot implementation for a number of reasons:

• The portion of the Team ID before the hyphen is no longer an integer
• The portion of the Team ID after the hyphen is three digits instead of four (in theory there should probably be support for arbitrary number of digits)
  - This poses a problem for converting to a string, as we must know the maximum number of digits in order to pad the number with the proper number of zeroes
• They have their own division on the scoreboard: It currently parses as open, but this is wrong, as on the scoreboard they are listed as "CyberTaipan" (and I suspect they do not compete with CyberPatriot teams)

Worth noting: a temporary fix for this was implemented in cf48f37, but it uses a hacky solution that should be changed ASAP

Also worth noting: the division field on the scoreboard webpage is "CyberTaipan," which obviously does not conform to any of our existing division enumerations.

We should consider a division enumeration "Unknown" which throws relevant exceptions when computing competition advancement and peering and such.
The hard part then is handling those exceptions where competition logic calls are used.
