Touch Scroll APIs are not working with Chromedriver 131

## Description

The touch scroll function is not currently working on Chromedriver 131. This is already captured and fixed on the [Chromium issue tracker](https://issues.chromium.org/issues/379584343), but waiting to be released.

I confirmed that if you downgrade to chromedriver 130, the API works.

## Solution

Wait until a new Chromedriver version is released.
