Add miner hashboard management #56
Description
As with temperature, managing and controlling individual miner hashboards (or individual chips if you're running a miniminer) is a feature that makes sense to include in Edge Mining.
The rules engine could evaluate more detailed rules based on the data coming from the individual hashboards, allowing Edge Mining to make more granular decisions. This would require refactoring the data model related to the miner configuration and the data retrieved in real time via the MinerControllers.
