ReflectionTypeLoadException if harmony.api is present, but Harmony mod is not #13
Description
Using mods with CitiesHarmony.API, if Harmony is not yet installed, this happens:
TFW: System.Reflection.ReflectionTypeLoadException: The classes in the module cannot be loaded.
