Move repo

Wouldn't it make more sense for this repository to be at the gh-pages branch of google/open-location-code? That branch seems to provide the website http://openlocationcode.com, which I assume is obsolete, redundant, or both. Plus, having two repositories confuses contributors, see for example google/open-location-code#33

The idea behind keeping them separate is openlocationcode.com and it's repo are just for the spec and reference code. plus.codes is one implementation of the codes and a map. Let me think about it.
