Add prebuilt devcontainers for Elixir Phoenix apps

I don't have a proper devcontainer for Phoenix apps right now since I just attach to the service container. But it would be good to have one. I wasn't able to do it quickly due to complicated dependencies for Elixir: https://github.com/datarockets/devcontainer/actions/runs/805055992.
