replication policy no longer in place

while we change backup technologically, the replication policy (https://docs.dandiarchive.org/about/policies/#longevity) is currently no longer in place. 

as we think about terms and policies we need to establish a linkage between infrastructure and policies where applicable and a monitoring system for it.
