[Task] Conversion Needs Another Look #672

What is this task about?
A few days ago I was messing with conversion, and I realized that the way I was thinking about it initially was perhaps not very "Cyclus-y". I'm making this issue to remind myself to, once I have some time, take another look at the way conversion works to make sure it's actually doing what I want it to be doing.
Why is this task needed?
The point of adding the conversion facility was to make sure Cycamore covered the essential parts of the fuel cycle as they're usually referred to. The existence of conversion means that users will have some notion that it behaves like a conversion facility. The way the facility works now may not be totally in line with this notion.

How can this issue be closed?
Manually, by looking at the code and deciding it's actually fine, or by a PR that modifies the code to work 'correctly'
