[Release-Coordination] Stable Branch creation

When starting a release, a stable branch for that release will be created in every pyxis managed project. Stable branches are only created for minor or major release versions. Patch releases are released from the stable branch of their associated minor release.

The stable branch will be created on the commit that is specified in reticulum for that component.
