The Huffman development depends on gratr but its not clear how to use it

Per the title: The gratr tool is needed by the Makefile and additional files (i.e. parse and parse-tree) which, I believe, are generated from gratr are needed by the huffman files (e.g. huffman-types and huffman-main and perhaps others).
