License for docs and contributions

What should we do for licensing?

My thinking is:

• Anything in this repo is a very permissive license (MIT?)
• Anything in a submodule doc repo is subject to its own license

I am not a lawyer though, i just want to pick something that will encourage contributions and give people the legal cover they might need from their jobs to contribute freely.
