/pools/{pool_id} is missing dedicated voting power field

As SPOs in Cardano governance are now able to delegate their voting power to "Auto Abstain" or "No confidence" the /pools/{pool_id} endpoint needs a dedicated field to reflect SPO voting power, which can be different from delegated stake.

I found the link to the ledger repo regarding the auto-abstain/confidence delegation from SPO very helpful: IntersectMBO/cardano-ledger#4645

1. To change the default vote for SPOs to No from Abstain for all of the three proposals in question
2. Check whether SPO's reward address is delegated to the predefined AlwaysNoConfidence DRep and count default vote as Yes only on NoConfidence proposals for that SPO.
3. Check whether SPO's reward address is delegated to predefined AlwaysAbstain DRep and count default vote as Abstain for that SPO on all three: NoConfidence, UpdateCommitee and ParameterUpdate proposals.

It is worth mentioning this is not considered to be the long-term solution. The ledger team has opened another Issue for replacing the status quo: IntersectMBO/cardano-ledger#5282

The delegated stake remains the same. That is correct.
