'Download Data as CSV' button doesn't work on Cell-line page.

Hi @gangeshberi,

It was noted in #93 that users cannot download the .CSV files for AAC by drug from the cell line page.

For example, clicking the 'Download Data as CSV' button under the AAC plot from this page:
https://pharmacodb.pmgenomics.ca/cell_lines/HPAC_564_2019

Returns:
https://pharmacodb.pmgenomics.ca/cell_lines/564?download=waterfall

I have tested also tested this with BT12 an HeLa cell-lines and it appears to be an issue with the Cell-line page, not with any individual cell-line.
