Debian packaging

This is an epic issue for holding information about all issues related to add Avocado to Debian. Based on #6096

Just for reference, my current work for Debian packaging is in my debian/latest branch. Once all the above issues have resolved, I will be in a position to get the package uploaded and hopefully sponsored.

Thought it was easier to post in the parent issue.

Over the past 2 weeks, I have got the package into a state that it almost being sponsored, and the upload is currently in mentors.debian.net as per the link below. This is the place a new maintainer typically uploads the package for sponsorship.

Typically the source of the debian side of things is generally hosted on salsa, and this is currently hosted at the URL below. This has all the CI to ensure the package build would be in a good state and helps to fill any gaps if needed.

After some discussion with a Debian Developer, the only thing that is stopping it being sponsored is the lintian issues with source-is-missing i.e. issue #6128, so if we can solve this one, we should be in a good place to upload 109.0. The rest can be covered off in 110 release.

option 1 is to exclude the files, and option 2 is to figure out where the sources are and including them

So, as I am new to the avocado project itself, I could do with some help in closing these issues down so that we can finalise the first upload.

Once this is done, I plan to import all the debian packaging work here, and help to do CI tests like I did with sos project which is the one using avocado
