Custom text option does not seem to work

I've tried generating random ROMs with both the aforementioned seed and the seeds 7e5a011d and 6e322669, and even though I had the Custom Text option checked every time, I couldn't see any message box or cutscene text that differed from the original game. (I even checked in Lunar Magic to make sure!)
