[Bug] Inactive validators should be hidden

🐛 Bug Description

Currently, Explorer shows inactive validators on the validator page: https://explorer.aptoslabs.com/validators?network=mainnet

This looks only the case for previously active validators that have not properly unstaked or left the validator set. This is confusing for users because you can no longer stake to the validator.

How to reproduce

Expected Behavior

All inactive validators should be hidden

Is this just for delegation nodes or all nodes?

I don't see that one

They autohide, but also they shouldn't completely hide, because it's needed so people can unstake cc @jillxuu
