[Features] Operating page #203
Description
The new operating page that SkyWalking operators could config or reset all components such as agent, collectors, and UI.
Primary features of this page come from apache/skywalking#1973, resetting all agent. According to the Solution section, there will be a list of all service instances and a reset button in this page.
The page will locate below Trace page in the menu.
