XL1 Sequence - not processing transactions/blocks #33

Describe the bug
The XL1 Sequence chain does not appear to be processing/accepting new transactions (for ~2 weeks) and now seems to no longer be processing blocks (for ~2 days).
To Reproduce
Steps to reproduce the behavior:
- Go to https://explore.xyo.network/xl1/sequence/blocks.
- Note that no new blocks are being produced and that transactions have not been accepted/processed for some time.
Expected behavior
Blocks should be getting produced similar to the XL1 Mainnet and new XL1 transactions should be accepted/processed.
