W3C Note versus audio-eq-cookbook

Now that the cookbook has been published as a W3C Note, we need to figure out how to what to do with the existing audio-eq-cookbook.html.

Perhaps, we should rename audio-eq-cookbook.html and import the source for note into this and make the note the official version.

Then the version here would serve as the editor's draft.
