What is needed?
I'd like to add an element to the Outputs protobuf definition to specify what language some outputs should be provided in.
For now, I think this can be a placeholder until there's a champion for this work.
Many outputs don't need to be multi-language, but the summary files (TXT and JSON) could be. However, to avoid multiple JSON definitions, the value and not the tag name, can be multi-language.
I'm not sure if metadata in TIF files should be multi-language, or contents in SHP file attributes. What about names of bands in multi-band TIF files?
Some of these is easy when considering French, because ST-X-3 (for example) was published in both French and English. Other languages may be harder when it comes to acronyms defined in the FWI and FBP standards.
How will this improve the project or tool?
More utility/acceptance across Canada and around the world.
