Reassign the request-a-copy recipient for testbanks

Use the method described in Reassign submitter email address for Request a Copy #1785 to reassign the request-a-copy email address for testbank files in VTechWorks that are not (and should not) be publicly accessible: item 1 and item 2. The rights are set up correctly in VTechworks. They want all "Request a document" emails go to: openeducation@vt.edu instead of the current eperson so that they are shared with team members.
