V2DL3 fits file report the same value for Tstart and Tstop, just for the first run

Hi,
I converted stage5 Vegas files to fits files using V2DL3. When I read the Tstart and Tstop times from the fits file (within Gammapy), it gives the same values for Tstart and Tstop. However, the duration is correct. This is quite strange. Please take a look at the attached images.

More details:
When I applied time cuts in Stage 5, using -ES_CutTimes=, the fits files showed two GTI, see screenshots below

The applied time cuts are

When time cuts are applied in between the run or at the end of the run,
the Tstart and Tstop times are correct. But when I applied time cuts at the start of the run, the Tstart and Tstop times are the same, as shown above for run ID 109390.

But when I don't apply time cuts, everything is fine.

The Tstart and Tstop times are different and correct. Also, there is only one GTI.
