wkhtmltopdf going end-of-life

As Martin notes, wkhtmltopdf is no longer actively maintained: wkhtmltopdf/wkhtmltopdf#5160 (and no longer supported by Ubuntu 24.x?).

Weasyprint previously didn't handle CSS and headers/footers well. But it may be time to revert to that. It is under active development (https://github.com/Kozea/WeasyPrint) and at first glance looks much better than it used to be (https://weasyprint.org/). There are alternatives; some discussion (inc. by the Weasyprint creator) at odoo/odoo#32624.
