Clean CSS dependencies && Move to SASS module system

1. Resolve the pending TODOs for each different CSS entrypoints (app/javascript/stylesheets/gobierto-*)
2. Refactor files to make it work using the new SASS syntax (@use). Perhaps would be necessary do a tiny PoC to see how it works. Old syntax will be deprecated as of 1 Oct 2022
