Installer incorrectly detects active connections #869

Describe the bug
I'm installing OpenVPN-2.6.14-I001-amd64.msi onto a Windows11 pro 24H2 26100.3476 machine that has never has OpenVPN installed.
The installer is warning "Active OpenVPN connections(s) detected" erroneously.
there are no VPN processes running, and openVPN has never been installed on this machine.
To Reproduce
- Download the installer from https://openvpn.net/community-downloads/
- run the installer.
Expected behavior
No warning message about OpenVPN connections
Version information (please complete the following information):
- OS: Windows 11 pro 24H2 build 26100.3476
- OpenVPN version: OpenVPN-2.6.14-I001-amd64.msi
- Repeat for peer if relevant: n/a
Additional context
I have full admin rights on the laptop.
The warning comes before it asks for elevated permissions to install.
Tailscale 1.80.2 is installed, but exiting and disabling the tailscale process made no difference
