Update TpIntWBOI resource unit sheets per Kelaine

For EVERY resource unit sheet from SoCalCSMA, copy rows 31-36 (the BEs and the PEs) and paste into the corresponding resource unit sheet for TpIntWBOI.

I suspect yes, that if you created the right tree in the right region that
you'd fail to get ecobenefits in a few cases. This issue is a loose end
from an email discussion you and I had during my work on the LA species
uploading.
