[OpenSTEF 4.0] Setup SonarCloud #755
Description
As a OpenSTEF maintainer
I want to be able to automatically scan the project with SonarCloud
So that I can find issues that should be fixed
🌍 Background
SonarCloud stopped working (project not found anymore), resulting in failing badges in the readme.
Important
Changes should be done by forking OpenSTEF 4.0.0 tracking branch (release/v4.0.0) and then make a PR back onto release/v4.0.0 branch.

- OpenSTEF added to sonarcloud again with the correct account (find out how to do this)
- Badges added back into the readme
