[16.0][helpdesk_mgmt_project_stage] Cascading Stage Changes in Many-to-One Links

Issue: The current system behavior forces all linked helpdesk tickets to update their status when the associated project task stage is changed (a many-to-one link scenario).

Proposal: Restrict stage movement with a validation that enforces a strict one-to-one relationship (one ticket per task).
