"Mean" settings not working?

We're running 1.10.2-1.1.4 and I saw the new "mean" settings come in, but they don't appear to be working. Has this not been implemented yet?

Wait, were they at least implemented for Nether Quartz? We're having explosions when people mine Nether Quartz.

The "mean" settings were disabled due to issues with one of the libraries being used to help make them work. As of the latest release for 1.12.1 they should be functional again.
