Are all PBF elements visible by default?

The osmpbf crate returns a boolean visibility value for each element it reads, but skyway tracks visibility as a `Option<bool>` to additionally preserve the existence of the flag in datasets. I'd like to learn more about if OSM PBF requires the visible flag, as this is a minor loss of metadata when round-tripping to PBF.
