Fix ARM release builds

They stopped working after upgrading to Rust 1.91. Relevant PRs:

Backend ARM builds are broken since upgrading to Rust 1.91. On the branch release/0.19 which uses Rust 1.81 they are still working. It seems that something has changed in between the two versions. The error message is this, does anyone know what it means?

For lemmy-ui its a problem with apk (package manager from Alpine Linux). It affects all branches, and can be fixed by switching to a Debian image, or using a newer Alpine version (fix is merged but not released yet).

@Nutomic Hey there! So the issue with the build erroring on -m64 unknown argument is that buildroot is too old (currently on a version from 2023) where the wrapper for gcc doesn't support the -m64 argument. Bumping to the current version fixes this, but there is some other software in the brconfig that also needs bumped to supported versions. Running make oldconfig takes care of this for us.

I have a pull in the lemmy-cross-toolchains mentioned above that once the lemmy Dockerfile is bumped to use an image with that PR should fix the issue described in the prior comment.

The docker image lemmy:1.0.0-test-arm-rasky-v1.0 should be built and deployed in about an hour or so.
