Description
Expected Behavior
When the "Add Connection Request" action is clicked for a Care Need, the modal user experience should be similar to other similar areas of Rock.
Current Behavior
When the "Add Connection Request" action is launched for a Care Need, a "Add Connection Request" modal presents as expected with the modal in the foreground and shaded overlay over the rest of the content behind it. However, once the "Save" button is clicked, the loading screen does not render properly during processing. The loading animation (orange circle) displays over the modal as expected, but the additional overlay appears to be applied behind the modal, leaving the modal in the foreground, appearing like it is still active. The overlay should be covering the modal as well.
Additionally, once the loading has completed, all overlays disappear, leaving the modal containing the success message over an active view of the content behind it. This makes the modal and the success message a little messy to find. The overlay behind the modal should still be in place.

Steps to Reproduce
Please provide detailed steps for reproducing the issue.
- Launch Steps To Care dashboard.
- Click the "Add Connection Request" under the Actions area for any Care Need to launch the Care Need Modal.
- Make valid selections in the modal, then click "Save" and observe the behaviors described above.
