Hotbar scrolls when utility belt is scrolled

Describe the bug
With the utility belt active (by pressing B to swap to it), using the mouse wheel to switch tools causes the main hotbar to also scroll to the next slot. This occurs when Utility Belt (and its required mods) are the only ones installed.

To Reproduce

1. Equip the utility belt.
2. Put an item in the belt.
3. Set your main hotbar to slot 1 (just so you can identify the movement; this happens regardless of the active hotbar slot when switching).
4. Switch to the utility belt bar.
5. Use the scroll wheel to switch slots in the belt.
6. Switch back to the hotbar and notice that the active hotbar item is no longer the same as before.

Expected behavior
The main hotbar's selection should not move when scrolling through slots in the utility belt.
