Specify fixed and strictly motivated time window for problematic transactions 

At this moment, there is no strong certainty in time window of problematic transactions. It is expected, that their processing would take no longer than 20 minutes, but this parameter is dependent from observers ecosystem design which is still in progress. 

This parameter is very important for consistent and fine designed specification.
