[FEATURE] Support webhook management through cli

Is your feature request related to a problem? Please describe.
It is not possible to manage webhooks via the CLI. I would like this option in order to automatically add a webhook to all my projects for automated syncing.

Allow managing webhooks via the CLI.

Describe alternatives you've considered
Currently, my only options are to either do it manually through the web ui, or via the API.
