Is there a required order for DescriptionRequest and ImageBlock TLV?

Intentional behavior or a bug?  If I send a message that contains ImageBlock and DescriptionRequest (asking for FirmwareImageInfo), with DescriptionRequest coming second, the library code doesn’t send me the requested TLVs. 

If the DescriptionRequest TLV is before the ImageBlock in the message, then it works.
